The hybrid children, or hybrid people, the song mentions, refer to one of the themes in the horror stories of Lovecraft. People await the return of an ancient god. While they are worshipping their god, they slowly grow into creatures from the sea themselves. It's also a reference to Dagon, an ancient god of the Philistines whose body was half man-half fish.
Fallen city, forbidden site: is a reference to the resting place of Cthulhu, the city R'Lyeh. Once in a few thousand years the city rises to the surface, allowing the influence that Cthulhu has on our dreams to grow stronger. Weak individuals will turn in raving lunatics.

The text:'Not dead which eternal lie Stranger eons death may die' is a direct quote from H.P. Lovecraft himself, stating that though Cthulhu is considered dead, the notion of dead itself doesn't apply to Cthulhu. Also: the dead body of Cthulhu still emits thought patterns that haunt people in their nightmares. These dreams are the reason why a cult around Cthulhu has sprung up in the regions closest to the city R'lyeh.
Although Metallica's song is called call of Ktulu, and Cthulhu is written with a K, H.P. Lovecraft wrote the name Cthulhu with Cth, stating also that no human being could pronounce the name correctly. The sound should come from deep within the troat, and has to be a high gorgling sound: khlûl-hloo. But the most common pronunciation now (and the game 'Call of Cthulhu' uses this pronunciation too) is ke-THOO-loo, much like Metallica wrote it.
